Fade out for my Fader ND..?

My first Nature Fader ND in better days...

Will I ever see my Nature Fader ND filter..? It's been 2,5 months since I ordered it from China. A month earlier I ordered from the same company and it arrived within a month. (Unfortunately it also deceased within two weeks...) I received a tracktrace# that is not known by China Post nor any other mail deliverer, for that matter...
The seller tells me I'll get my money back if he receives the undelivered package... Customer service, China stylee..? I guess I'm going to contact PayPal to settle this one for me...
